The Centre City Development Corp. (CCDC) — working on behalf of the city of San Diego, ROEM Corp., Pacific Housing Inc. and Squier Properties — celebrated the grand opening of Cedar Gateway Apartments, a 65-unit affordable housing community for low-income families and individuals, on March 21.
Twenty-three of the apartments provide supportive services for individuals with special needs.
The final component of funding, which enabled the project to go forward, was $14 million in federal stimulus funds through the American Recovery and Reinvestment Act (ARRA).
Cedar Gateway was the first affordable housing project in the state to receive funding from the ARRA program.
In 2009, Cedar Gateway stood on the brink of collapse, as the national financial crisis virtually eliminated affordable housing investment.
“This recession has hit a lot of families and individuals hard,” said San Diego Mayor Jerry Sanders. “Some who were getting by before were devastated to find themselves facing homelessness.”
The $33 million project was financed with a combination of private and public funding, including $8.9 million from CCDC on behalf of the city of San Diego, ARRA, the county of San Diego’s Mental Health Services Act (MHSA) Housing Program, the California Housing Finance Agency, the California Department of Housing and Community Development’s Multifamily Housing Program (MHP), Corporation for Supportive Housing, Citibank, and the CALReUSE environmental remediation program.
Cedar Gateway consists of apartments on seven floors above more than 4,300 square feet of ground level retail space, including the 23 units designated as permanent supportive housing for adults and seniors with mental disabilities.
Centrally located where Balboa Park meets downtown San Diego, residents at Cedar Gateway enjoy access to employment, health services, recreation, museums, the San Diego Public Library, the San Diego Zoo, Petco Park and public schools.
The project is designed to exceed Title-24 standard by 34 percent with the integration of energy-optimizing features, using environmentally-responsible building construction and using sustainable building materials.
Cedar Gateway’s other environmentally sensitive feature includes a 3,500-square-foot eco-roof.
Five-, six- and seven-story segments of the building surround an outdoor atrium, with plantings and seating areas.
The apartments rise above the retail elevations, and feature private balconies and painted concrete siding broken by metal-clad elements, topping off with flat rooflines.
The 23 one-bedroom units designated as supportive housing units rent to households with income levels at or below 25 percent of the Area Median Income (AMI), while the remaining 42 two- and three-bedroom units rent to households at or below 60 percent of the AMI.
The supportive housing units provide very affordable housing with services for previously homeless, disabled adults and seniors.
Each resident of the Supportive Housing will be eligible to receive services and support from Heritage Clinic or the Community Research Foundation.
Supportive housing enables the homeless individuals with disabling health conditions to live more stable, independent lives.
It is a combination of affordable housing and services, which includes mental health, substance addiction, employment and other services.
Expanding the supply of supportive housing downtown is a strategy in the Ending Homelessness in Downtown San Diego campaign, a collaborative effort spearheaded by the Downtown San Diego Partnership and CCDC, in partnership with the United Way of San Diego County, the county of San Diego, the U.S. Department of Veterans Affairs, and the San Diego Housing Commission.
It is estimated that it costs taxpayers anywhere from $35,000 per year to $150,000 per year to sustain a person in homelessness, whereas it costs from $13,000 to $25,000 per year to provide a permanent, stable place to live with appropriate services that enable them to remain housed.
